An Overview of Police Custodial Death Cases in Malaysia

This article will give an overview on the issues pertaining to death in
custody ranging from custodial death cases, inquests, protection of detainees in
police custody, and constitutional rights of the detainees. The cases of custodial
deaths due to police brutality are a serious issue. Studies show that the figures of
custodial deaths due to misfeasance of the police in Malaysia are alarming. This of
course will undermine and erode the public’s confidence in the police force for
death in custody will raises the public interest and attracts media attention. It is one
of the worst crimes in a society governed by the rule of law, and poses a serious
threat to an orderly civilised society. Torture in custody infringes the basic rights of
the citizens and is an affront to human dignity. Hence, it is important to pay urgent
attention to this matter, and drastic measures should be taken to avoid or reduce the
deaths in police custody. At the end of the article, the writer will make
recommendations for the purpose of improving the present system.

The goal of our retrospective observational study is to look for the EEG changes in different location of ICH and to identify electrographic seizures. The current study brings into attention that seizures are frequent complication of intracerebral hemorrhage and may be a target for improving ultimate outcome. They occur in both lobar and deep hemorrhage and with or without associated intra ventricular extension. The study calls for need of prospective study to correlate the electrographic abnormalities with location of bleed and also the usage of prophylactic antiepileptic drugs in patients

Transformational Leadership of the State Senior High School in
Empowering Superior Schools, Dissertation of Islamic Education Management
Postgraduate Program UIN Sulthan Thaha Saifuddin Jambi 2018. The problem
studied in this dissertation is the leadership capability of headmaster's leadership in
empowering the excellent schools in Jambi Province. The purpose of this study is
to: (1). Finding transformational leadership of the leading school principal in Jambi
Province, (2) Revealing the transformational leadership characteristics of principals
who are able to empower the leading schools in Jambi province (3) Revealing the
principal transformational leadership of the principal's leadership in the
empowerment of excellent schools in Jambi Province. This research uses
qualitative methodology , data collection is done through observation, interview,
and documentation, the analysis is triangulated with case study at the existing
superior SMAN in Jambi Province, namely SMAN 1 Jambi city, SMAN 1 Kuala
Tungkal, and SMAN 8 Merangin. The results of this research indicate that the
headmaster's transformational leadership can empower the leading schools and the
demand by the community due to the commitment and efforts of the principal,
parent support, communication systems and good management of school
governance, oriented towards the achievement of vision and mission, disciplined,
organized and able to empower all potentials. The empowerment of excellent
schools is done by empowering the stakeholders, establishing cooperation with the
government and private parties, promoting, equipping facilities and infrastructure,
creating superior learning and extra curricular programs, reward and punishment,
and improving the capacity of educators and education personnel. The principal in
his role as a transformational leader to empower the leading schools as: Sharing
vision, strategizing, making changes, empowering, motivating inspiration,
cooperating, overcoming obstacles, getting around the rules, and becoming uswah.

Evaluation of the Effect on Prognosis of Metastatic Lymphnode Ratio and Number of Metastatic Lymph Node for Patients with Gastric Cancer

There is some controversy about assessment of nodal stage in staging systems used for gastric cancers. The goal of the this study is to assess the influence of metastatic lymph node ratio (MLNR) and number of resected lymph nodes on survival in patients with gastric cancer who were perfomed R0 resection due to gastric adenocarcinoma. Data from 125 patients with gastric carcinoma who underwent R0 resection due to from 2009 to 2015 investigated retrospectively. Cut-off values used for MLNR were 0.1-25%, 26-50% and >50%. Sex, age, size and location of tumor , differentiation, tumor invasion, lymphovascular invasion, number of metastatic lymph nodes and MLNR were analyzed as prognostic factors. Five-year survival rate was 45.6%. Five-year survival rates among patients with pN0, pN1, pN2, pN3aand pN3b disease were 79%, 41%, 34%, 25% and 17%, respectively (p=0.0001). Five-year survival rates among patients in MLNR0, MLNR1, MLNR2 and MLNR3 categories were 79%, 42%, 28% and 5%, respectively (p=0.0001). Due to our results, tumor size, differentiation degree, depth of invasion, presence of lymphovascular invasion, number of metastatic lymph nodes, MLNR and disease stage were found to be associated with survival (p=0.0001). According to results of multivariate analysis, differentiation degree, presence of lymphovascular invasion and MLNR were found as independent risk factors, while number of metastatic lymph nodes was not an independent risk factor regarding survival. MLNR is an independent risk factor in gastric adenocarcinoma patients undergoing R0 resection regarding survival.

presented in this paper. In addition, to provide number of studies that related to the

findings indicted that the adoption of electronic government in developing

Impact of Economic Growth and Access to Safe Drinking Water on Life Expectancy in Nigeria: Bound Test Approach

This study empirically examines the impact of economic growth and access
to safe drinking water on life expectancy in Nigeria using Autoregressive Distributive
Lag (ARDL) model as tool of analysis for the period 1980 - 2014. The result of this
study indicates that economic growth and access to safe drinking water exert positive
and statistically significant impact on life expectancy at birth. Consequently, upon the
findings of this study, a number of recommendations are given which include: the
need for the governments to intensify its existing policies in order to maintain
inclusive economic growth that would increase employment generation and reduce
poverty for better life expectancy. Moreover, there is also need for governments, Nongovernmental organizations, international development partners and philanthropists to
intervene in improving access to safe and portable drinking water in both rural and
urban areas through construction of boreholes, pipe water, public taps or standpipes,
tube wells, protected dug wells, protected springs, and rainwater collection reservoirs.

The public sectors play an active role through its involvement in the execution and delivery of public projects in order to improve the quality of life of the citizens. The kind of procurement method used in securing a project is vital to the success of a given project. The stakeholder’s input should be taken in accordance with their particular concern on different project definition elements, so that their involvement reflects the degree of their importance and relevance to the project. This review sought to establish the role of stakeholder engagement in project procurement in the Kenyan public sector. The study found that stakeholders are vital to the ethical decision making in project procurement and ultimately the successful completion of a project because their unwillingness to continuously support the vision or objectives of the project leads many projects to fail. Therefore, there is a need to engage the stakeholder in the project as early as possible to determine the need and capture stakeholder inputs in such projects.

The University Medical Center which currently runs a manual system for
the management and maintenance of its critical information also operate an
Outpatient Department in which non-urgent patients arrives for consultation with the
problem of patients‘ long waiting time. This scenario has resulted to certain
impediment ion terms of service rendering, including difficulty in accessing data due
to improper keeping of patient details; delay in attending to patients on emergency
which could lead to case complications as well as death of the patient; Lack of an
effective Doctor-Patients appointment coordination; and more so, the few Doctors
and Nurses could be overworked. The aim of this research project is to develop an
Agent-Based Appointment Management System that will improve the medical
center‘s efficiency in health services provision and reduce outpatient waiting time
without adding extra resources. With the introduction of appointment system, the
result has shown that average waiting time could be reduced by thirty-seven to forthfour percent as compared to the current status. Object Oriented Analysis and Design
Methodology (OOAD) were adopted in the design for the Design and development of
the proposed system. The proposed system was implemented using PHP, AJAX,
HTML programming technologies. MYSQL was used as the database engine in
XAMP server. The hospital appointment and scheduling system was tested using
several test data by stakeholders and error correction was carried out.

Oxidative Stress in Iron Deficiency Anemia

Iron deficiency anemia is widely prevalent nutritional disorder worldwide, resulting in oxidative stress which in turn leads to cardiovascular diseases, cancer, diabetes mellitus and ageing. Oxidative stress and iron levels were studied in 84 subjects, 36 of whom were anemic (Hb <11 gm/dl) and 48 healthy subjects who were taken as controls. In these subjects serum iron, Total Antioxidant Capacity, superoxide dismutase and malondialdehyde levels were estimated. In the present study it was found that anemic subjects had higher oxidative stress as compared to controls and female anemia subjects were more affected than males. Preventive action may help in reducing the morbidities caused by the oxidative stress

They include Cell surface antigens; Cytoplasmic proteins, Enzymes,
Hormones and most of them are proteins. They can be products of cancer cells
themselves or of the body in response to cancer or other conditions. A marker
represents a qualitative or quantitative alteration or deviation from normal of a
molecule, substance, or process that can be detected by some type of assay. An elevated
level of a tumor marker can indicate cancer; however there can also be other causes of
the elevation. Thus, Tumour markers cannot be construed as primary modalities for the
diagnosis of cancer. These tumor markers help in screening, diagnosing the diseased
condition, staging of the disease, guiding and monitoring the treatment, to determine the
prognosis and to prevent recurrence.

This paper proposed a framework to establish the relationship between the
implementation of TQM success factors and the organizational performance measures,
using the role organizational culture plays as a moderating variable in the oil and gas
industrial sector in Libya. The study which is the first step in providing a base for the
empirical study of the moderating effect of culture in the Libya oil and gas industry
has put forward some key success factors for TQM implementation with special
consideration of the operational culture in the oil distribution sector in the Libya oil
and gas industry. Thus, the study focused on those critical factors that can easily and
positively affect the organizational performance. Having proved by previous TQM
researchers how organizational culture and practices significantly influence the overall
organizational goal and performance, if adopted and implemented with sincerity, this
study will help Libya’s Oil and Gas Sector to improve its competitiveness among
firms, quality of products and services, and a standard customer expectation.

This paper discussed on small and medium scale industries pathway to
Nigeria economic development. It also point out the problems facing the
entrepreneurship development of Nigeria economy. It also examines the importance
of entrepreneurship in Nigeria. The methodology adopted was systematic review
method. It also found that entrepreneurship can enhance economic development in
Nigeria primarily by generating employment opportunity. The study also revealed that
initiatives by government failed because of over bearing bureaucracies, corruption,
inadequate and inefficient infrastructure facilities, financial backup and
maladministration. The paper also recommended that government and banks should
recognize the important entrepreneurship to her economic development growth by
providing the enabling environment for small and medium scale industry to develop.
Specifically, government should provide infrastructural facilities (electricity, road
network, and communication). It is also recommended that government should reactivate all the institutions established to promote small and medium scale industries
in Nigeria.

Orthodontic Camouflage Treatment in Skeletal Class III Malocclusion Patient with an Over Retained Deciduous Canine: A Case Report

Orthodontic camouflage treatment is an acceptable option for mild to
moderate skeletal discrepancies for correcting the malocclusion as well as the skeletal
problem. Surgical treatment is the preferred and most stable treatment for adult patients
with severe skeletal Class III malocclusion. Patients with borderline dentoalveolar
compensation who are not willing to accept the costs, risks, and potential complications
of surgery can sometimes be treated successfully with camouflage orthodontics. It is not
clear which mechanics are most appropriate or which patients are most likely to benefit
from an orthodontic approach to severe skeletal Class III malocclusion. In this article a
case report of a camouflage treatment in a skeletal class III malocclusion patient with
prognathic mandible with average growth pattern and partially erupted palatally placed
upper right canine and retained deciduous right upper canine. The aim of this article is to
show that Orthodontic camouflage is an acceptable option for mild skeletal discrepancies
that offers esthetic results in the soft tissues as well as correction of malocclusion.
