The Concept of Strategy for Garbage Management in the Kupang City, Indonesian

The city of Kupang was assigned as the dirtiest city of number one by the Ministry of Environment and Forestry in the
East Nusa Tenggara Province-Indonesia in the assessment of the Adipura award in 2018. This assessment was a further
impact of the cleaning management program by the Mayor of Kupang for the period of 2012 to 2017, namely Jonas
Salean, because can not to finish process garbage problems in Kupang City. Therefore, a research with literature study
techniques was conducted to find the concept of garbage management strategies in the city of Kupang that can be offered
to Kupang City leaders for the new period of 2017 to 2022 to resolve existing garbage problems. The results of this
research indicate that the concept of garbage management strategy in Kupang City can be done with the concept of zero
garbage from upstream to downstream, the concept of zero garbage as extracurricular education, the concept of green
community, the concept of management conventional garbage, and the economic concept of zero garbage.

This study aims to analyze the authority of the Harbor Master in the prosecution and resolution of cases in the field of
shipping based on Law Number 17 of 2008 concerning Shipping. This research is normative legal research with the
consideration that this research departs from the analysis of legislation. The approach method used in this study is the
legislative approach, conceptual approach and case approach. Legal material collection techniques with library studies.
The method of analysis uses interpretation. Based on the results of the study, it can be explained that Harbor Master has
the authority to carry out sea patrols, carry out instant chases, stop and inspect ships in the sea and conduct investigations.
The procedure for prosecuting cases is under the Supervisory Coordinator. If an administrative violation occurs, it will be
delegated to the Shipping Court, and if a criminal offense is found, it will be delegated to the Public Prosecutor. Based on
the description above, for the future, it needs to be regulated to support the authority of the Harbor Master in law
enforcement and enforcement in the field of shipping of the Head Office of the Directorate General of Sea
Transportation, to give the Office of the harbor Master each province or region (representative), both from the facility
special investigation and budget to support the enforcement and investigation process of a criminal case in the field of
shipping, which so far has only been limited to the Class I Master harbor office.

Strategic and careful planning such as the preparation and formulation of long-term concepts and ideas and the
application of election policies and campaigns is a requirement for political success and sustainable development of any
democratic institution. However, what politicians often forget especially is the political strategy for elections. The goal of
each strategy is not superficial victory, but fundamental peace. In order to build a positive image in the minds of the
community for certain interests. Usually these interests are to seek support from the community. The image needs to be
built and also maintained because if someone has a bad image, then usually that person will be difficult to be trusted by
others. Based on the background above, the target of this research is to map and to know and describe how to give deeper
meaning to the development of communication science, especially Public Relations Science, and obtain knowledge of the
Branding Image Model through Political PR Strategy in Indonesian House of Representatives Candidates from Bengkulu
Province 2109. Academically it can be a reference in the topic of political PR strategy in imaging to increase public
confidence, so that it can increase knowledge for those who read it for understanding Political PR in the legislative
candidates of the selected Province of Bengkulu in 2109 and can provide an overview of how the political public
relations strategy in Political imaging in the legislative candidates chosen by Bengkulu Province 2109 in increasing
public trust so that it attracts support and acceptance from the community and becomes a reference for practitioners in
developing a political PR strategy in imaging politicians or prospective leaders of a region and adding insight and
reference to practitioners in implementing identification of the process or stage of imaging for politics in the Regional
Representative Candidates of the Republic of Indonesia of the Province of Bengkulu 2108 in order to obtain acceptance
from the public.

The Commodification of Religion: A Rhetorical Analysis of Charismatic Programmes in Kenya

This paper discusses dominant human afflictions that variously become exigencies for a rhetorical situation in
commodifying the spiritual experience by televangelists in Kenya. The commodification of religion is a rarity in
contemporary media and communication research in Africa. It can, however, be explored in the context of „mediated
spirituality‟, by acknowledging the place of communication technologies such as Television, in the mediation of religious
content. This interplay between media and religion has arguably availed opportunities through which religion is
commodified by converting some aspects of religion into spiritual commodities through a near capitalistic exchange. The
study utilized Kenneth Burke‟s rhetorical theory, which is a plausible instrument for examining a communicator‟s motive
in structuring audience perception to influence behaviour aimed at eliciting certain desired responses. The paper argues
that charismatic Televangelists use common spiritual, physical and economic afflictive conditions notably; disease,
poverty and demonic oppression, to commodify religion through creative message construction to trigger a reciprocate
process of material exchange for the spiritual benefit obtained. The paper submits that these charismatic programme
creators are not only concerned with edification and spiritual nourishment of their audiences but are substantially
motivated by the inherent exchange value of religion through which human afflictions are rhetorically appropriated to
provoke reciprocity for the spiritual benefit obtained.

The perspective of this research is descriptive-qualitative with phenomenology design. Data were collected through
interviews, observation and documentation. While the data analysis using grounded theory developed through several
procedures, namely: Open coding, Axial coding, and Selective coding. The results of this research are: The role of
Boarding School Amanatul Ummah in building the character of the young generation who study in the institution are as
follows: Contributing to improve the character and attitude of the young generation by instilling religious values,
responsibility value, and self-reliance value in accordance with the vision, mission, and objectives that have been set;
Build, guide, and instill the values of character in the younger generation so that they are able to live the practice
according to the teachings of religion; Build, guide, and instill the values of character in the younger generation so that
they are able to be disciplined and responsible; Building, guiding, and instilling character values in the younger
generation so that they are sensitive to the needs of society; And Build, guide, and inculcate the values of character in the
young generation to contribute to the economic empowerment of the community. For students who perform will get
reward breaking will be punishment, and Factors underlying Boarding School Amanatul Ummah in building character of
young generation is to save mental frustration of young generation from bad influence of environment. Where the bad
influence of the environment has attacked the younger generation from all directions

It is stating the obvious that China is having what it deems as a „peaceful rise‟ in the global arena. Many scholars believe
that the most important dimension of China's Rise in recent years is in its economic front, and that China's foreign policy
trend indicates some economic programs encouraging the country to enter the Middle East. During the recent decade,
energy security has been significantly important for China and has become her main priority concerning the Middle East
and Iran is one of its leading allies in this regard. This paper examines the role of energy in Iran-China relations. Its main
argument is that energy and its secure supply is a determining factor in China's policy for developing relations with Iran.
Qualitatively driven and relying on the secondary sources of data, the paper uncovers that because of a lack of internal oil
resources, China has adopted a policy of getting energy supply from external resources and for such supplies, Chinese
leaders have always had an eye on Iran. It equally discovered that following the sanctions imposed on Iran, China could
particularly pay for energy imports from Iran through barter, hence expanding its exports to Iran. The paper concludes
that energy security is significant in relations between countries and that it remains at the center of Iran-China ties
sanctions notwithstanding.

One of the goals of legal development is to provide fair legal certainty and balance reflected in the outcome of the Judge's
decision which constitutes a series of proceedings from investigation to socialization. But until now the point is not yet
reached. Therefore, in order to understand the context, in this paper, it is conducted by using a socio-legal approach with
an empirical juridical approach. In the concept of a lawful state, the principle of equality before of Law which means the
equality of position within the law becomes absolute. Internationally the equality of position in law is also governed by
international treaties. The equality of position in law should be adopted by all UN members and it must also be balanced
between perpetrators, victims and communities. Therefore, the rights of the victims must also be considered and given.
That is why the goal of justice is based on the principle of balance that is a national goal in addition to social defence, and
social welfare. In the positive law in Indonesia, the rules of protection of the victims have been set, but that is still
specific to each rule. Thus, it still requires a further process, not, or yet to be decided in a judicial process. Islam has also
arranged how to provide guarantees to victims. However, of course, it must fulfil the requirements in accordance with the
provisions in the Qur'an, and the Prophet Muhammad's Hadith. Therefore, it is necessary to have legal constructs in
judicial process fairly; following the development of science; until it can understand the method of interpretation; see the
specifics of things; the judge must be active by evaluating the social and cultural condition of the perpetrator and the
victim with a balanced explanation or balanced treatment between the perpetrator and the victim. For that, it is necessary
to reconstruct the law to obtain a clear criminal stelsel rule that can be used as a benchmark for criminal and criminal
proceedings. Thus, what is expected can be fulfilled by the criminal process and righteous judgment with orientation on
the basis of the balance.
