Programming foreign television soap operas on free to air TV stations in
East Africa is a common feature. However, an interesting phenomenon is developing
where regionally produced serial dramas are increasingly consumed across borders;
drawing good audience share. A case in point is „The Hostel‟- a Ugandan soap opera
aired weekly on both NTV Uganda and NTV Kenya. What could be the cross cutting
attraction of this programme on the Kenyan audience where similar genres have not
performed as well? Using the audience reception theory, the study conducted 8 FGDs
in two university campuses. An in-depth interview was also conducted with the NTV
station programme coordinator. The findings revealed a favourable reception towards
the programme but with character identity, accent and story realism as strong indicators
for its attraction. Though the findings cannot be generalized, it is an insight for those
who intend to produce such drama across the East African region.

10.21276/sjhss.2018.3.8.21
Based on Lillian’s (2008) and Chen’s (2016) studies on women’s courtesy
titles, this study makes a comparison and contrast of women’s courtesy titles in
mainland China and Taiwan, with reference to those in the Whites and Blacks. It is
based on a survey of a questionnaire, which is almost the same as the one used in Chen
(2016) that was modelled on the one used in Lillian (2008). The results confirmed that
age is an influential factor in the selection of courtesy titles for women of different marital
status. It also confirmed Lillian’s observation that a woman’s occupational status may
outweigh her marital status. However, even mainland China and Taiwan belong to the
same Chinese community, they have statistically significant difference in women’s
courtesy titles, especially in the use of XJ (Miss). Its fill-in-the-blank method of
collecting women’s courtesy titles, rather than fixed-choices method, also seems to be
effective.

As one of Chinese four great classic novels, A Dream of Red Mansions,
which is considered as the encyclopedia of feudal society, is of great value to be studied.
Up to now, most researches mainly focus on the translation, cultural and pragmatic
fields. When it comes to the investigation on the dialogue in this works, most researches
just center on the leading roles in the novel. Whereas, attention paid to the subordinate
figures such as Granny Liu. Taking Granny Liu’s typical dialogues extracted from the
English version of A Dream of Red Mansions translated by famous translator Yang
Hsien-yi as corpus, this thesis launched an exploration on how the subordinate figures
Granny Liu carried out communication in the three aspects of RT respectively including
the ostensive-reference process, context and cognitive environments, and the optimal
relevance. Surely, this analysis can exert favorable influence on readers to evaluate
Granny Liu more comprehensively and objectively, and also nudges readers to
appreciate the exquisite and superb artistic charm of this novel and digest the writer’s
creation intension. Meanwhile, this analysis is of substantial benefit to expand the
research objective and field about Relevance Theory.

The main objective of this study was to identify causes and perceived effects
of rainfall variability on access to water in Baringo County. The study used a
descriptive survey design. Purposeful sampling and stratified proportionate random
sampling procedures were used to obtain the sample. A total of 376 households were
selected for the study. Questionnaire, key informant interview schedule and
observations were the main instruments of data collection. Analysis of data was done
using the Statistical Package of Social Sciences (SPSS). Descriptive statistics were
used to analyze the effects and causes of climate change in Baringo County. Rainfall
variability affected access to water in Baringo County. More frequent and severe
droughts were perceived to be responsible for the reduced water level in Lake Baringo
and intermittency of most rivers that were previously permanent. Deforestation is the
main cause of rainfall variability in Baringo County hence there is need to increase
awareness on climate variability and change and encourage people to use alternative
sources of energy and plant trees.

Decentralisation of University Infrastructure and Impact on Local Land Tenure: Case of the City of Bertoua, East Cameroon
Eleno Manka’a Fube, Ngouohou Souleman, Alphonse Yapi-Diahou
Page no 939-949 |
10.21276/sjhss.2018.3.8.8
With the university reform of 1993, the government of Cameroon had a
political will to endow each of the country‟s ten regions with a State university, or at
least, a faculty. In this light, some regional capitals became hosts of State universities.
Since 2014, the city of Bertoua, hosts an annex of to the Faculty of Legal and Political
Sciences of the University of Yaoundé II, and recently the Higher Teacher Training
College of the University of Ngaoundere. The establishment of university infrastructure
requisitions land in urban centres or peripheries, dislodging populations especially
autochthons and engendering socio-spatial changes. This is compounded by the fact that
most often their land is not registered or legally secured. This poses problems of land
ownership in Cameroon. The objective of this article is to show that endowing these
cities with university infrastructure, a major land grabber, impoverishes the local
population. To achieve this, related literature and regulatory texts were reviewed, and
questionnaires administered to ascertain the procedures and impacts of eviction and
compensation. The main premise of this study is that despite the fact that the local
population receives compensation, in the medium and long terms they become poorer
than before owing to loss of identity and socioeconomic prestige. Consequently, a
revision of the land law to include a compensation procedure based essentially on an
“eviction-relocation” model and an accompaniment of locals‟ reestablishment is
imperative and seen as plausible solutions.

The Impact of the Use of Firearms in Wildlife Poaching In Game Parks

Page no 973-978 |
10.21276/sjhss.2018.3.8.12
The study sought to find out the impact of the use of firearms in wildlife
poaching. Use of firearms in poaching is a threat to the stability and peace in any given
country. It threatens the socio-economic environment. There has been a proliferation of
use of firearms by poachers and it is in the context of this major concern that this study
had to be conducted. The study adopted a qualitative research paradigm and descriptive
research design was the preferred research design. The population of this study was the
Hwange National Parks staff members. Game rangers and the main camp manager
were selected as respondents. An interview was conducted with the main camp
manager while game rangers were selected for focus group discussions. The major
findings were that that use of firearms in poaching at Hwange National Park is fairly a
new phenomenon but it has come with so much intensity such that statistics are rising
at an alarming rate. Besides loss of lives among game rangers and poachers there is
always the danger of the extinction of animal species like the rhino. The study
therefore recommended that there is need for more refresher trainings for staff to
enhance anti-poaching skills. More sophisticated and advanced equipment is required
for rangers to keep ahead of poachers. A small aircraft for aerial surveillance would
almost end use of firearms in wildlife poaching within national parks.

Gender Equality in Education in Uganda, Rwanda & South Sudan: A Comparative Study of Milieus
Joseph Ladu Eluzai Mogga
Page no 979-992 |
10.21276/sjhss.2018.3.8.13
This is a theoretical paper with a charge to examine the scope and character
of gender equality in the education systems of Uganda, Rwanda and South Sudan
through a review of cross-national literature using feminist lens to interpret their
connotations. While Uganda and South Sudan have invariably sought to enact
affirmative action geared at achieving increased access for girl children, Rwanda has
by and large focused on shifting from affirmative action to more holistic genderresponsive strategies in its crusade. This, perhaps, is the most convincing notion of
salience among the three East African countries; confirming that formal opportunities
for equal treatment of girl children ensure neither a shared starting point nor equal
outcomes because of different cross-national milieus of change. In Uganda, the flagship
of government initiative is the 1997 UPE which has since its launch spurred a big rise
in the number of school girls across the country. The extension of the free education
policy to 12 years represents Rwanda‟s best bid to attain gender equality; while the Go
to School Initiative is South Sudan‟s rarest case of success in promoting access and
participation but remains largely embryonic and sporadic. Cultural thinking, economic
insecurity and social disadvantage immensely affect the way poor and rural households
decide about investing in their girl children‟s education. There is need, therefore, to
emphasize the intrinsic developmental value of education over and above the
compulsion for productivity and employability. It is audaciously mistaken to establish
that gender inequality could be altered by education or within the education system
without restructuring sexual division of labour in the home and the market at large. To
achieve gender equality in their education systems, Uganda, Rwanda and South Sudan
must decode the cultural capital of their social classes and use that knowledge to
empower women and girl children at the family and community levels while schools
offer prospect. If these initiatives could be further institutionalised, resourced, and
embedded in durable policy visions, it is possible for schools to become standard for
broader societal transformation.

The Principle of Justice in Listening To the Evidence in Consumer Dispute through Arbitration in Indonesia
Azwir Agus, Tan Kamelo

10.21276/sjhss.2018.3.8.16
The realization of the principle of justice in proving the settlement of
consumer disputes through arbitration in Indonesia is important, with three reasons,
namely first, there is a weakness of the consumer protection law because the
formulation of substantial norms and formal law is contrary to other laws so that the
formulation is not in the framework national legal system and difficult to be
harmonized. Second, the legal norms for consumer dispute settlement with an inverse
proof burden system have created injustice for consumers and producers and open up
opportunities for other parties to manipulate adverse evidence. Third, no matter how
well the consumer dispute resolution process, does not guarantee that justice is
achieved unless the judge (arbitrator) is right and correctly divides the burden of proof
and provides an assessment of the strength of the evidence submitted by the disputing
party. Discussion of the problem of proof, using the normative legal research method
that refers to norms and legal principles in the legislation or court decisions. This
discussion is explorative on thought, concrete legal norms in the Indonesian consumer
protection law and is prescriptive to offer the concept of problem solving of the
problems presented. The conclusion of the discussion is that the consumer arbitration
verification system in Indonesia is a model that comes from the presumption of liability
principle with a reverse proof burden. The realization of justice in this system cannot
be harmonized so that it needs to be adjusted to the principle of justice that is
universally adhered to and the principle of justice characterized by the legal personality
of the Indonesian nation, namely Pancasila justice.

Temple as Learning Mediums in Social Studies: The Perspective of Multicultural Education

10.21276/sjhss.2018.3.8.17
This study aims to provide a new perspective in order to improvement public
awareness on preservation temple through multicultural education. It was based on the
facts that the destruction of the temple and theft cases by increase steadily. For
example, East Java people living around the temple take the temple’s bricks to make
red cement and they sell them to earn some money. Moreover, the chief of Radya
Pustaka Museum in Surakarta was arrested for her action of stealing some statues from
the museum collection. These cases show that people have not fit consciousness to
preserve their cultural heritage as identity that indicates lowering multiculturalism
sense. Majority of the people have different perceptions about the temple. They
considered the temple as the burial site of the ancient Hindu’s kings. Their opinion was
based on folklore, myth, and legend. Most of the temple’s visitors also have different
perception. They regard the temple as a sacred building which functioned as a tomb.
Therefore, they do not dare to do anything inside the temple’s complex area.
Multicultural education was a concept that addresses cultural diversity and equality in
schools. Equality ensures that students are provided the same access to the benefits of
society regardless of their group membership. One of the strategies to sustain public
perception and awareness to care and preserve temple in their residence was improving
people knowing about the other culture and the heritage. In this context students need
introduced temple through a variety of activities such as study tours, observation,
fieldtrip, etc. The temple also been used as learning resources; especially in social
studies where teachers explore the environmental aspects of the temple both physical
and socio-cultural. Social studies learning by medium of temple, and learning resources
expected to improve the quality of teaching and awareness of the differences.
