Community political participation is a form of the realization of a demoralized state. Political participation not only appears in the General Election (Election) but also in the Locaal Leaders Election (Pemilukada). This study aims to describe the political participation of Pemilukada in Pulang Pisau Regency in 2013. An explanatory quantitative approach was used in the study. The collection technique is done through interviews and questionnaires. The results of the study describe that community political participation in the post-conflict local election in Pulang Pisau District in 2013 was influenced by three factors; individual, social, and behavioral characteristics. put forward based on the results of the research respondents' answers, to illustrate political participation conventionally and non-conventionally.

A Three Dimensional Model of Corporate Image Configuration: Lesson for Managers

In this study corporate identity, communication and feedback were put into focus as corporate image indicators. The main research objective was to ascertain whether there is relationship between the above indicators and corporate image designing. Two service organizations based in Port Harcourt were purposively selected to form the study area. 40 employees were chosen from each of the two organizations using the systematic random sampling technique, giving a total sample size of 80. 3-point Likert-type scale was used in constructing the measuring instrument. The research questions were addressed using data collected from respondents. Data was presented using frequency distribution table and histogram. Qualitative statistical analysis was employed by means of simple percentages. Result shows that significant relationship exists between the three measured dimensions and corporate image designing. The implication is that corporate identity, corporate communication and feedback are veritable instruments for corporate image configuration. This means that gaps strongly linked to identity, communication and feedback have a significant effect on the image of organizations. It is recommended that managers should create and communicate positive image of their organization to their publics. They should all the same; discern feedback responses from their publics as reinforcement. This way, organizations at all times, will provide unique value proposition, earn the trust, and support of their publics.
During the eighties and the beginning of the nineties, several countries experienced serious banking crises. Such proliferation of the problems of the large-scale banking sector has caused widespread concern. Indeed, banking crises undermine the functioning of the financial system and the economy in general. Most countries have tried to underpin the consequences of banking crises through various types of intervention ranging from the pursuit of accommodative monetary policy to the bailout of insolvent financial institutions with public funds. However, even when carefully designed, rescue operations have several disadvantages. The purpose of this paper is to assess the regulatory environment of banks, a decade after the Asian crisis. We will identify the factors relating to banking supervision contributing to the triggering of crises in emerging countries in the years 1990s and see if the countries have improved their regulation in 2007 and which coincided with the subprime crisis. For this, we have studied a sample of 105 developed and emerging countries over two years, 1997 and 2007.

Asset Management Problems of Tanah Laut Water Utilities (Pdam) as a Low Coverage of Clean Water Service

The purpose of this study was to determine asset management issues related to the low coverage of clean water services. This study uses qualitative explanative methods. The unit of analysis in this study is PDAM Tanah Laut Regency. The primary data source for the study came from interviews with the Director and his staff, as well as data obtained directly from PDAM Tanah Laut Regency. While secondary data sources come from company financial reports, performance reports by BPKP, performance reports from BPPSPAM. Data analysis to identify problems using CIPP with weighting problems using AHP. The results of the analysis show that the problem of managing the assets of the PDAM Tanah Laut Regency that causes the low coverage of clean water services is dominated by the factor of company resources in the form of infrastructure (machine) and funding (money). Most of the company's production and distribution machineries are obsolete, old and damaged, thus contributing greatly to the high and low coverage of clean water services. While in terms of money, the company does not have sufficient funding capacity to conduct new procurement or heavy maintenance in overcoming the problems of the machine.

This study is purposed to describe the role of the government in overseeing the availability of infrastructure, facilities, and public utilities is very important for the convenience and survival of the people. This research method is carried out with descriptive qualitative methods that analyze and describe the availability of infrastructure, facilities, public utilities that exist in housing based on the facts that appear and as they are adjusted to government policies in the form of regional regulations governing the implementation of housing and settlements. Objects the research is the Banjarbaru Housing and Settlement Service, the Public Works and Spatial Office and Building Supervision of Banjarbaru City, the Regional Board of Indonesian Real Estate of South Kalimantan, the Banjarbaru City Central Bureau of Statistics, several Housing Developers, especially the existing home builders in the Banjarbaru City area, the head of the neighborhood association of each housing used as the respondent in the study. The results of this study are that there are still many community complaints related to the availability of infrastructure, facilities and housing utilities. It is clearly visible in the field of unavailability of sewerage channels or infiltration wells, lack of availability of drainage channels, and other facilities which are basic and basic things that must be provided by housing developers. The less optimal supervision of the Banjarbaru City government through housing and settlement services has a real impact that greatly affects the comfort of the housing environment so that a decent house that has been expected by the community as consumers cannot be fulfilled.

Evaluation of Kkbpk Program through Implementation of Family Planning Village as A Community Empowerment Efforts in South Sulai Sulai District, 2018

One concrete form in human development is through the Establishment of the Family Planning Village (Kampung KB). The KB Village Program is a government program in the Nawacita development priority agenda as part of strengthening the KKBPK program. The research approach used by researchers is descriptive qualitative, with the Context, Input, Process, Product (CIPP) Evaluation model. The results of the study are that the success of the KB villages is largely determined by the active role of the community at various levels, the need for program intervention, funding, facilities, infrastructure, IEC, advocacy and mobilization of SKPD and across sectors with the ultimate target of a collective and sustainable cultural movement, then the KB Village can be considered as a community initiative itself is not merely a government program. The role of the Bupati is very important with the District KB Village Working Group Team by involving members of the DPRD sitting together to arrange an intervention program in the KB Village as well as to maintain the sustainability of the program. In addition, assistance is also needed in the implementation of the KKBPK program in the field and skills training for UPPKS and other Poktan groups as well as providing APBD funds in support of advocacy, IEC and mobilization in the Kampung KB area.

The objective of this study is to improve the recruitment system of village apparatus by analyzing and evaluating the public service selection in those village jurisdictions. This study uses qualitative method with descriptive approach. The respondents are the heads of local sub-district, officers in Village Community Development Office (DPMD) of Tanah Laut Regency, authorized officers and elements of community related to the selection. In data analysis, Strength, Weakness, Opportunity, Threat (SWOT) approach are adopted. The results point out that the public service selections in those locus are following the existing guidelines and regulation. However, there are practices that are not conformed with current regulation and the expectation. From the perspective of village apparatus/human resources, the incompliance are the infirmity of administration, and Tajau Pecah residents understanding of decision taken associated with village apparatus selection is better than Handil Babirik occupants. From organization point of view, there are the difference of regulation interpretation between the stakeholders, low transparency of information and insemination to the village society. Moreover from the angel of regulation implementation, skills and competency are not accommodated in the determination of the selection result through relevant recruitment test.

Regional Employment is a system or procedure set out in the legislation. The subject covers diverse aspects as part of a subsystem of the national employment system. This study aimed to describe the performance of government services in the promotion of the Civil Service Agency for Employment and Human Resources Development (BKPSDM) North Barito regency. A qualitative approach was used to describe the research. The descriptive method was chosen to explore the entire data holistically. Data collected three stages; observation, interviews, and documentation. Miles and Huberman models used as part of interactive analysis. The results of the study are described that BKPSDM services already showing good service. This was followed by several indicators, namely; Vision and mission as the driving performance, focus on the success and determination of value, internal communications along with stakeholders, flexibility, empowering employees and improving the competence of workers, and the competence of performance. However, the implementation of the service is still found a significant obstacle. The constraints associated with the lack of facilities and infrastructure owned. So the service is often done manually.

Program for Water Supply and Sanitation Community Based is a program of drinking water supply and sanitation based society. The program implemented by the Government of Indonesia with the support of the World Bank, this article aims to describe the implementation program in the District of New Teweh. So it can be seen how an increasing number of people to have access to drinking water and proper sanitation as well as practice clean and healthy living behavior. The descriptive method with the qualitative approach used in the study. The research instrument known as the "human instrument" theory is based on indicators of policy implementation by model Merilee S. Grindle. The indicator consists of policy content and context. Analysis of the data used in this study is an interactive analysis technique according to Miles and Huberman. Based on the results of research implementation Program for Water Supply and Sanitation in Sub-District Community-Based New Teweh not optimal, lack of professionalism of the agencies involved in the implementation of this program, limited resources and program implementers lack of community participation in the development of the program and still less awareness about the importance of health and environmental hygiene

Garbage Bank Model Environment Agency Barito Utara is the only bank in the garbage under the supervision of the Environment Agency of North Barito regency. Garbage Bank was established as one form of implementation of the program of Jakstrada (Regional Strategy Policy) established by the Local Government and is a derivative of Jakstranas (National Strategy Policy) launched by the Central Government to become one of the solutions to cope with the growing pile of trash. The implementation process in running the management of the waste bank is very influential in the success of a policy. The method used was the descriptive method by using the theory of policy implementation George C. Edward III, where the implementation level four factors influence, namely: communication, resource, disposition, and bureaucratic structure. The study concluded that the Bank's policy implementation Environment Agency Waste North Barito regency is still not optimal when only implemented in the communication aspect, disposition, and bureaucratic structure. Limiting factor in the implementation of Waste Bank DLH Kab. This diaper is of a factor is the lack of executive resources (staff) garbage bank manager, a minimal budget and supporting facilities such as waste transportation expedition fleet were sold to collectors outside the city.

Analysis Planning Village Owned Enterprises in the Village of Batu Raya I Timang District North Barito

This study aimed to describe the planning analysis village-owned enterprises in the village of Batu Raya I, precisely District of Gunung Timang North Barito regency. A qualitative approach was used to describe the problem. Similarly, I conducted three phases of data collection. The informant research; Kades, Sekdes, Chairman of the BPD, Chairman BUMDes, and residents of the village of Batu Raya I. The data analysis interactive model of Miles and Huberman have to get the data saturation. Based on the results of research and discussion, we conclude that in the planning of the village government in Batu Raya I BUMDes aspects of policies, procedures, programs, budgets, and progress have shown good results. Factors inhibiting government planning in the village of Batu Raya I BUMDes, which include the lack of public participation inequity through BUMDes Batu Raya I, so capital BUMDes Batu Raya I purely from APBDes. While supporting factors such as support for existing resources natural resources, human and financial resources, and the support of the central government, provincial, district, and village and also the cooperation of a third party. North Barito District Government needs to undertake policy formulation in the form of regional regulation as an effort to strengthen the capacity and protect BUMDes of competition. Besides, it should increase the capacity of the village government and BUMDes managers related to planning (planning skills).

Apparatus State Civil bound by the obligation to carry out government duties. The demands of the public or organizations to obtain quality services continue to increase over time. The demand is growing in line with the growing awareness that citizens have the right to obtain or provided services. This article aims to describe the service ASN in particular on Treasury Sector Finance and Asset management Agency in North Barito regency in 2018. The study was conducted using a qualitative approach. In the tradition of qualitative research study serves as a research instrument. Data were collected at three stages; documentation, observation, and interviews. Data analysis was performed model of Miles and Huberman. Test the validity of the data was performed using triangulation techniques. The results of the study described that the State Civil Service Reform has implemented dimensional Tangible, Reliability, Responsiveness, Assurance and Empathy and its indicators. However, some indicators have not been run following the wishes of service users among other discomforts in the services area, less response service representatives to service users and customer complaints are not responded well and less friendly and courtesy of service personnel in providing service.

This study aimed to describe the policy implications regarding the management of modern retail markets and traditional markets that occurred in the city of Banjarmasin. The implication is constituted by a policy-based Regional Regulation No. 20 the Year 2012 on the Management and Development of Traditional Markets, Shopping Centers and Modern Stores. A qualitative approach was chosen to explain the research problems. The research subject who acted as informants among them; Disperindagsar head Banjarmasin, shopkeepers and modern retail, private traditional market managers, traditional market traders, and grocery in Banjarmasin. Data collection techniques passed in three stages; observation, interview, documentation. The interactive model based on the reference Miles and Huberman applied to obtain research data saturation. The results showed that the First, the implementation of Regulation No. 20 the Year 2012 on the Management and Development of Traditional Markets, Shopping Centers and Modern Stores is not maximized. This is illustrated by the lack of a sustainable arrangement and development of the traditional market. Secondly, the implications of policy implementation and management of the modern retail market for traditional markets and grocery traders in Banjarmasin. Based on the shape of the negative implications it is assumed that the presence of the modern retail market where traders and traditional markets. The positive implication is the existence of modern stores make some traditional merchants be creative by adopting technologies (such as methods promos, discounts, bookkeeping technology, computerization, and others).
