This study aimed to explore the gender and hierarchical level differences
in loneliness at work. A sample of 143 employees who worked at the Thai
government bank headquarters was gathered by using proportional stratified
sampling technique. Loneliness at Work Scale (LWS) was modified to use as the
instrument for data collection. Results of independent samples t-test analysis
revealed that there was a significant difference in males and females with respect to
loneliness at work (t = 3.079, p < 0.002). This suggested that males were
experiencing loneliness at work more than females. Results also showed a
significant difference in employees and employers with respect to loneliness at work
(t = -3.458, p < 0.001). This suggested that employees were experiencing loneliness
at work less than employers. This present study suggested that the further study
should compare mean differences of loneliness in the workplace in other sociodemographic variables.

This study aims to predict the possibility of adopting zero-based
budgeting (ZBB) system in Borno State. To ensure this, the study considered
viability as predictor variable that was perceived to have contributed to adoption of
ZBB in the state. ZBB has resurfaced as a prominent topic of discourse due to the
economic downturn experienced in Nigeria as well as the failure of the existing
traditional budgeting system to meet the economic objectives of the government.
The focal point of discourse, therefore, dwelt on Borno state because it is adversely
affected as a result of the revenue volatility witnessed in the country as well as the
level of budget implementation with the existing budgeting system in the state
experienced decade of monumental budget indiscipline at all levels of government.
In view of this, Binary logistic regression was employed to examine whether the
predictor variable have significant influence or not on the dependent variable, that
is, the adoption of ZBB. Stratified sampling technique was used to arrive at a sample
size of 103 drawn from the total population of 139. The findings of the study
established that the adoption of ZBB in the state is politically feasible and offers
more appealing opportunities in minimizing costs and prioritizing government‘s
needs while adding value to the operational efficiency in the budgeting system. It is
therefore, pertinent to recommend the establishment of implementation plan that are
consistent with synergistic principle and application of ZBB which ensure aggregate
fiscal discipline and enhanced technical efficiency through transparency and
accountability.

10.21276/sjbms.2018.3.1.5
Staff development is crucial as it equips workers with life long survival
skills on their jobs. Staff development also bridges the gap between the teachers’
available acquired skills and the new teaching skills required in the curriculum.
Staff development is therefore concerned with the expansion of knowledge and
skills of teachers so that they contribute to their growth in relation to their jobs and
improve student learning through enhanced performance by the teachers. This study
sought to evaluate the effectiveness of school based staff development programmes
in Zimbabwean secondary schools using the quantitative paradigm. The study
employed the survey descriptive design. The target population comprised all
schools in Gweru District using a sample of 220 teachers and heads composed of
112 females and 108 males. All the information was collected using a questionnaire
which had both close-ended questions and open-ended questions. The study
revealed that lack of follow up evaluation sessions to staff development programmes
affect the effectiveness of staff development design and implementation. The study
also revealed that time allocated to staff development programmes was not adequate
resources. The study recommends that there should be adequate resources to
effectively plan and implement staff development programmes and that staff
development programmes must be allocated enough time for them to be effectively
carried out.

Performance management system is a process that focuses on individual
performance against agreed work plans. It is a means of getting better results from
the organisational teams and individuals by understanding and managing
performance within an agreed-framework of planned goals, objectives and
standards. In order therefore to assess individual’s work performance and
contributions to the organisation, the performance management system has to be
carried out. Zimbabwe has introduced the performance management system in its
public sector institutions (including schools) as a way of improving the performance
of the civil servants and public organisations. This study seeks to evaluate the
impact of performance management on the supervision of teachers in secondary
schools in Zimbabwe using the quantitative paradigm. The study adopted the survey
descriptive design. The target population comprised all the secondary school
teachers in Kwekwe District using a random sample of 200 teachers and 20 heads of
schools made up of 112 males and 108 females. All the information was gathered
using a questionnaire. The results of the study revealed that performance
management had not changed the supervision practices of heads who still stuck to
the traditional models of supervision that existed prior to the introduction of
performance management. The study also revealed that identified training needs for
personnel were not addressed at all. The study recommends that resources and
opportunities be made available to address effectively training and development
needs identified during performance management reviews in order to effectively
improve personnel competencies and benefit the students learning.

10.21276/sjbms.2018.3.1.10
Authentication is the usage of one or multiple mechanisms to show that
who you declare or claim to be. Authentication ensures that users are granted to
some resources or services after verifying their identity. The essential characteristics
of every authentication system are to provide high security for their users.
Multifactor authentication model always improves or enhances the security
compared to single-factor authentication model. This new model makes use of three
factors-biometric Fingerprint Hash code, One Time Password (OTP), and Password.
Fingerprints are not fully secret compare to passwords, because if passwords are
leaked which can be easily revocable using another password and which is not true
in case of fingerprint biometric security system. If an authentication system uses
only fingerprint biometric features, it is not easy to change fingerprint, because
fingerprint is static biometric, which never change much throughout the lifespan. In
this paper, as per ABCD analysis various determinant issues related to Multifactor
Authentication Model for Verification/Authentication purpose are: (1) Security
issues, (2) User-friendly issues, (3) Input issues, (4) Process issues, (5) Performance
Evaluation matrix Issues. The constituent critical elements of Multifactor
Authentication model determinant issues are listed under the four constructs -
advantages, benefits, constraints and disadvantages of the ABCD technique and
tabulated. The analysis has brought out many critical constituent elements, which is
one of the proofs for the success of the new methodology.

School feeding has been an effective safety net that has prevented countries
affected by economic challenges from adopting negative coping strategies. The study
assessed the food quality of the Ghanaian School Feeding Programme in Bawku
Municipality, in the Upper East Region. Some of the specific objectives were; to
assess the wholesomeness of the foodstuffs used in the preparation of meals for the
school pupils and also examining the impacts of the school feeding programme on the
basic education in the Bawku Municipality. The study highlighted some of the
challenges confronting caterers who are involved in the school feeding programme. A
survey research design was employed to obtain the data from primary and secondary
sources. The primary data was obtained through a structured questionnaire
administered to 120 respondents in 10 randomly selected public primary six pupils and
two caterers each from the selected schools in Bawku Municipality. The retrieved data
was analysed using Statistical Package for Social Sciences (SPSS) version 20.0 and
the results were presented in the form of tables and figures. The results showed that
(70%) of the basic schools under the school feeding programme in Bawku
Municipality enjoy quality food and this has led to an increased in pupils’ enrolment,
and class attendance. The major challenges were found to be the delay in releasing of
funds to caterers. It was recommended that, the government of Ghana should provide
the Municipal Assembly with resources to help monitor and evaluate the
implementation of the program for improvement. Moreover, the municipal assembly
should find a better storage facility for the schools under the GSFP to help keep the
food safe for a longer period without introducing chemicals that has a longer effect on
the food and harmful to pupils.
