The research method used is quantitative method. The form of presentation in the writing is descriptive analytical. By using this method the result of the research will be describe and analysis with the main focus on field of culture and social. The result of research is to find out how the procedures of implementation of the Horja party in mandailing society with the costums prevailing in the area
