Root causes include deficiencies in legal compliance awareness, internal governance, and standardized management among private enterprises. Proposed countermeasures emphasize enhancing entrepreneurial guidance, strengthening employee education and management, and standardizing internal control systems to cultivate robust corporate norms and culture.
